This shows that we were right in being

cautious over the matter of income tax in Hong Kong.

Both the Chinese and European business communities

are pressing their objections against taxation in

that form, though both are professedly willing to

accept further taxation by other means in order to

contribute towards the cost of the war. The diffi-

culties of instituting income tax into Hong Kong as

a source of revenue have for many years been

appreciated and it would be going too far to say

that the local Committee in Hong Kong which, at

the beginning of this year reported on the financial

si tua ti on
